He says he's a villain, and he likes to act like a villain, and he's always going on and on about how evil he is... but he's not, really. I think he wants to be good... he just... doesn't think he's allowed to be.
Not every story has to have a person as a villain. Sometimes the villain is a force that everyone has to act against... and it's never too late to change yourself. It's never too late to hope for a better future.
That won't work here, because the people we're trying to make sympathetic to you are 'the Foundation'. Or its agents at least. Painting them as the bad guy won't help.
We have to make it clear that a representative from the top is the one making this happen. That way the lower-ranked agents can feel sympathy, rather than defensive.
But... will the agents watching even see you as a representative from the top? You're one of us. So... one way or another, someone from 6530 will be painted as "bad". It's rigged.
