Not every story has to have a person as a villain. Sometimes the villain is a force that everyone has to act against... and it's never too late to change yourself. It's never too late to hope for a better future.

I like your positive thoughts, but this isn't a game where some unknown force can be the villain. The villain needs to have a face.

It doesn't need to be... just the vague idea of "The Foundation" could be the bad guys, for right now. Wouldn't that work?

That won't work here, because the people we're trying to make sympathetic to you are 'the Foundation'. Or its agents at least. Painting them as the bad guy won't help.

We have to make it clear that a representative from the top is the one making this happen. That way the lower-ranked agents can feel sympathy, rather than defensive.
